Natural persons who are not tenants in the parking charge zone do not have the right to purchase a privileged parking permit, despite the fact that they are employees of a company with a registered office located in that parking charge zone. One of the principal requirements for a natural person to be granted the right to a privileged parking permit is to have a permanent or temporary residence registered in the area where parking is charged, which fact is proven by presenting an identity card or a certificate issued by the Ministry of the Interior.
No. Pursuant to Article 28 of the Decision on Parking Organization and Payment Method (Official Gazette of the City of Zagreb 12/11, 18/13, 22/17, 20/18), a natural person (tenant) is entitled to a privileged parking permit if:
- his or her permanent or temporary residence is located in the area where parking is charged, which is proven by presenting the identity card or a certificate issued by the Ministry of the Interior, and
- he or she is owner of a vehicle or user of a leased vehicle, which is proven by presenting a valid vehicle license.
A privileged parking permit cannot be purchased against presentation of a passport. In case the customer has no identity card, in order to be entitled to purchase a privileged parking permit, he or she must present a certificate of residence, which is issued by the Ministry of the Interior.
The customer shall be issued a 1-month official parking permit. After lapse of that period, in order to exercise his or her full rights, the customer shall be required to present a valid vehicle license containing the new address, located in the parking charge zone.
